Variances and Architect Cost Structures

I have a friend developing some property and he is trying to decide if fighting for a variance is worth the cost.

The land includes 3 properties, 25' x 75' each, while the standard lot size is 25' x 100' in the city.

One architect offered a fixed rate $40,000 fee that includes all of the plans, updates, zoning paperwork, and testimony in court.

Another architect offered $12,000 for just the plans and updates to the plans.

What criteria would you use for this decision? Legal costs vs...
